PolicySpan turns the scattered, hard-to-read public record of political money into one clear system, so anyone tracking legislation or campaigns can see the whole board, not just the pieces a big shop can afford to assemble.
RJ Andaya ยท Founder
PolicySpan is built by RJ Andaya, a Sacramento-based founder who has spent over a decade in revenue operations, the unglamorous discipline of taking scattered, messy data from a dozen systems and turning it into something a team can actually act on.
He immigrated from the Philippines at eleven and grew up in low-income housing. That's where the throughline of his work started: making information that's fragmented, painful, or hidden in plain sight easier to access, understand, and use.
Campaign finance is exactly that problem. The disclosures are already public, but they're split across state portals, federal databases, and city-clerk filings, in formats built for compliance, not clarity. PolicySpan is the system that joins them, so the full money picture behind a bill or a race is one query instead of a month of manual work.
PolicySpan runs on official government disclosures, the same filings, held to the same methodology, for every candidate, committee, and donor, regardless of party. The data doesn't take a side. It tells you where the money is.
We built it that way on purpose. Lobbying firms, campaigns, and advocacy groups across the spectrum all rely on the same public record, and they should all be able to rely on the same tools to read it. PolicySpan is infrastructure, not advocacy. If a number is on PolicySpan, it traces back to an official source.
